The purpose of the Act is to contribute to the economic, social and cultural development of the nation and to the improvement of people’s quality of life by reinforcing the foundation for the creation, protection and utilization of intellectual property.

The Act is composed of 40 Articles under five Chapters and addenda. The first four Chapters stipulate the following: Chapter1, General Provisions; Chapter2, Formulation of Policies for Intellectual Property and Promotion System thereof; Chapter 3. Promotion of Creation, Protection and Utilization of Intellectual Property; and Chapter 4, Creation of Foundations to Promote Creation, Protection and Utilization of Intellectual Property. The fifth Chapter provides a couple of supplementary provisions.
